In house recruiter not calling me at scheduled times?

I’m assuming this is not looking good. I was the first candidate to go through the interview process. Advanced to second and third rounds and had great conversations. Sent thank yous. They mentioned I was the first candidate to interview so it would probably be 2-3 weeks. 3 weeks rolls around follow up for an update. She says early next week (this was last week) crickets…. I followed up today just for closure as a Hail Mary. She responds and says I was just about to send you a note, what’s your availability for today? I try not to get my hopes up and she lets me know she will call at 2:45. 2:45 rolls around nothing. I want until 3:15 and send a gentle check in just in case my phone blocked the call? She says sorry another call ran over I can call you at 4 otherwise I can try to find time in the morning. Try and find time??? I’m waiting on the edge of my seat here. 4 o’clock rolls around and nothing. Assuming the news is bad….
