HR Benefits before offer?

Just went through a 4 round interview. The hiring manager reached out to set up a meeting with HR to go over benefits package but I haven’t received an offer yet? It’s this normal? UPDATE 4/9/26: met

Just went through a 4 round interview. The hiring manager reached out to set up a meeting with HR to go over benefits package but I haven’t received an offer yet? It’s this normal? UPDATE 4/9/26: met with HR, I have a meeting with the hiring manager tomorrow. HR went over benefits and asked for my references and past jobs and my salary I was comfortable with. I will see how tomorrow goes. Ugh this process is taking forever.
