A company keeps asking me for a phone screening but refuses to schedule something

I applied to this job I thought I'd be a fantastic fit for in early September. They're working in a field I had an internship in, where the project I was working on during that internship directly involves some of the hardware this company is looking for experience with. Later that month, a recruiter reached out to me to schedule a phone screening. Per her request, I sent her a few times that would work for me, along with a general time window. She didn't respond to that email, and instead cold called me during one of the times I had listed in my email. Since I didn't hear back, I already had something else I was doing during that time and I couldn't pick up the call. She sent me another email, asking to schedule something again. I responded that like, maybe there was a misunderstanding, but I was under the impression that she would reach back to confirm the time she wanted to call me. I told her another slate of times, and there was one that seemed to work for both of us. She was supposed to call me 30 minutes ago, but I didn't get a call. ____ Am I going crazy? Would you find it acceptable for a recruiter to not tell you what time they wanted to call from the times you shared, and then cold call you during that time? If I wanted to pursue this further, what would be my next steps? To be honest, I was looking forward to the call because this would be my first interview for my current job search. Even if I didn't get an offer, I was really hoping to just get experience with interviewing again, especially since this would have been a really great fit I'd be able to speak at length to. But I'm not sure what's next.
